Isuf B. Bajrami

The presence of former LCJ structures in Kosovo institutions is a danger and a threat to democracy!

Recently, discussions on the past have taken on heated tones, although the debate on this topic is not new! Imposing debates, which try to blur the past and test the Albanian public opinion for the period of rule of the southern communists!

For the plur-par-Titist “democracy” we have, the people did not think they should have it today! Where is the motive, the reasons for this conclusion, there are many who would answer, without thinking long: the miserable situation in the country, insecurity for life, work and property!

This irregularity was certainly not created today, but it is inherited and as a consequence of the continuity of the former southern communist system! The country is feeling the consequences of their misgovernment and will suffer for a long time. Ordinary people do not know how to make theories, but they know how to make comparisons. Here one must look for the disappointment of the people, the shaking of faith in democracy and the return of looking to the bitter past, which was as it was, but the phenomena he would see in democracy, he had not seen or known.

That’s hard to say. But what can be said without fear is that the misgovernment of the southern communists and the “democrats”, a mixed hybrid and fabricated group, from the union of the former southern communists, turned overnight into “democrats”, who are the worst and most dangerous part of genuine democracy, with the former Yugoslav communists and Belgrade collaborators, or their successors, who thought the time had finally come for revenge, revenge and a new class war. , damaged and compromised, from the outset, democracy, its image and its future.

The attacks that began immediately after the Liberation War, the attempts to deny and blacken everything from the positive national past, were undertaken, ostensibly to justify and cover up their deeds with corruption and looting of national wealth. They created differentiations, which really deprived most Albanians of integration into a democratic society and plunged them into pessimism, forcing the youth to leave the country! With these actions, they thought that a long and trouble-free government would be provided to the southern communists and “democrats” again!?

However, pre-accounts have made a mistake! The attack on the Liberation War will soon turn into a boomerang, in the form of anger and opposition, in the report and in response to the reckless acts of the southern communist rulers and without a genuine democratic culture!

The people, kneeling in poverty, could justify and endure the difficulties of the moment that the country was going through, with the change of the system, but not the “scoop hunting” started by the “democratic” southern communists with Isa-Tita at the helm! They overthrew the genuine national history, denied the Liberation War, the shed blood of the martyrs and the sacrifices that were made, in the name of the freedom and independence of the homeland! These actions were done with the sole purpose and intention, to open the way for the rehabilitation and return to power of the southern communists, whom the people know well.

Attacks on the liberators are encouraged and supported by some unscrupulous internationals, from this “devil dance”, not even a destructive group from Albania can be an exception! Even here, the southern communists found the fragile ground, a contingent of collaborators, or their descendants and heirs, and thus, sidelined and angry, outside the streams of contemporary democracy, failed to approach the processes of genuinely democratic and emancipatory, that would advance Albanian society, but destroyed everything that was built with much effort and sacrifice! They remained in the class struggle, immersed in the world of mediocrity and, I told you, of the themes that nurture and keep alive the feeling of enmity and revenge! These ‘democrats’, former communists now ‘anti-communists’, still do not understand, that it means nothing. Being in one party or the other is a personal matter for everyone, but it does not automatically make you a patriot or an honest person.

Genuine democracy is, in principle, the most attractive way to organize power in a democratic society. Without real democracy everything looks different! The suspicion, born of the former Yugoslav communist structure, with the cause of the crisis in the representation of methods and practices from the past have exhausted productive work, among other things, have left the country distrust and anger with their diabolical claims!

This complex of factors made him aggressive and unrestrained, in his attempts to overthrow and destroy everything and everything from the past, not sparing some important achievements in certain areas of social and economic life, since they were created under communism. Ignorance and savagery, which would show as soon as the first steps on the path to democracy began, tendencies to destroy and ruin everything from the past, to recall the Chartist Movement in England, which expressed its hatred of capitalism in the destruction of machinery, the latest technical inventions, which had revolutionized production. The attacks on the past here, aimed at presenting the country without life, without work, without any progress, a hell immersed in crimes and punishments, full of prisons!

Citizens everywhere must clearly express their opposition to the past, to the Slavo-communist dictatorship. Of course, the requirements for reviewing the past must be properly understood, as an objective requirement and need, which specifies and enriches on the basis of databases and documents! Realizing this would not be easy and without problems, not only because of the difficulties of this process, but also because of the complex factors that still exist in leading countries!

I call on specialists in certain professional fields to determine what has been done by this political system and the cause of many major crises that the country has encountered in recent years. Democratic aspirations, expressed throughout Kosovo, have never been so strong, but in addition to being severely suppressed by the former rulers, they coexist with an increase in authoritarian demand, as evidenced especially by the electoral success of the so-called “pluri-par” parties. -titiste “!

Reflecting on the developments of the past, require that, Professional, reliable and independent Institution, to deal with the proper seriousness, calmly, not in panic. Because the citizens who have lived through this period, do not accept inaccurate reactions and without a democratic culture, there should be no hesitation, in certain cases to express unwise assessments of the past! The honest man remains honest and, under no circumstances, goes beyond himself and out of the lived reality. And such, that in one way or another, express disagreement with the revenge against the past! Today we need to be sober to make the right assessment. Therefore, there is no place, it does not suit, at least for historians and scholars, to put their finger on one or, whatever it is, without looking at every action correctly.

Anti-communist propaganda cannot be used, speculatively, as a certificate of acquittal, for crimes and betrayals against the country! On their behalf, they commit acts that are punishable in any democratic country at any time.

In the current circumstances, it is imperative of the time to review the past more than necessary, at the same time legally possible, based on the Documents of the Council of Europe, and later the European Union, which undertook a series of initiatives and resolutions to help of the process of separation from communist-totalitarianism.

These documents should be the basis for the Assembly of the Republic of Kosovo, such as;

– Resolution of the Parliamentary Assembly of the Council of Europe on “Measures to eradicate the legacy of totalitarian communist systems” (1996);

– The Prague Declaration “On European Conscience and Communism” (2008), which sets out the commitment to condemn the crimes of communism, according to the practice of the Nuremberg Trials, as crimes against humanity;

– European Public Hearing on “Crimes Committed by Totalitarian Regimes” (2008), and;

– EC Parliamentary Assembly on “Necessity for the international condemnation of the crimes of totalitarian communist regimes” (2006), etc.

These resolutions call on them to clearly distance themselves from the crimes of totalitarian communist regimes and to condemn them without any ambiguity. Moreover, on 2 April 2009, the European Parliament appealed in a new resolution “On European conscience and totalitarianism ” and the importance of keeping alive the memory of the past because ” there can be no reconciliation without truth and remembrance “.

The people are not so ignorant and indifferent as not to look at them, not to make comparisons and not to draw conclusions.

Following this process, the Assembly of Kosovo must adopt a Resolution “On the Punishment of Crimes Committed by the Serbo-Yugoslav Communist Regime in Kosovo “. After the adoption of this Resolution, the archives will be opened and the citizens will speak more freely about the sufferings and consequences of the discriminatory past, the historians and scholars will first and foremost be taken professionally to reflect the truth, escaping censorship. of auto censorship, the use of archives and creating the necessary premises for the performance of this task.
